La fonction de Chancelier est exercée par l’Archevêque de Bukavu par intérim. Il est le représentant légal de l’Université et le Président du Conseil d’Administration. En sa qualité d’Archevêque de Bukavu, il confirme la nomination des membres du Conseil d’Administration, l’élection du Recteur, du Vice-Recteur et la nomination à plein temps des membres de l’Administration et du Personnel Académique et Scientifique.
Le Chancelier assure l’entretien et le progrès de l’Université et favorise sa communion avec l’Eglise particulière de Bukavu; suit régulièrement la situation doctrinale, morale et spirituelle de l’Université et encourage le travail scientifique. Il adresse tous les trois ans à la Sacrée Congrégation pour l’Education Catholique un rapport détaillé sur la situation académique, morale et économique et sur son intégration dans les structures et actions pastorales, sociales et économiques de l’Archevêché.

C’est l’organe qui assure l’administration générale de l’Université Catholique de Bukavu, sous la conduite du Chancelier qui est le représentant légal de l’Archevêché. Initialement, ses membres étaient les cosignataires des Statuts de création de l’Université mais ils ont été désignés pour un mandat de cinq ans renouvelable une fois au vu de leur importance pour le développement de l’Université.
Le Conseil d’Administration détient, dans le respect des normes statutaires, tous les pouvoirs nécessaires pour remplir ses fonctions afin d’atteindre les objectifs de l’Université, tels que la définition de la politique générale ; la proposition à l’autorité organisatrice pour la nomination des différents acteurs ; l’établissement, le contrôle de l’exécution du budget et la vérification des comptes ; la détermination des salaires des dirigeants de gestion et de commandement ; les règlements des corps ; l’intervention par décision dans les aspects académiques des étudiants et des administrateurs ; la création de nouveaux programmes de cours ; les questions d’infrastructure ;…
Le Conseil d’administration, dont les membres sont désignés dans les statuts (article 33), se réunit deux fois par an lors des sessions de mai et de novembre. Il peut toutefois être convoqué en sessions extraordinaires.
Le Conseil Académique et Scientifique
Au cours de ses réunions mensuelles qui peuvent être convoquées au moins une fois, le Conseil Académique et Scientifique joue son rôle d’organe consultatif de l’Université Catholique de Bukavu. Il émet des avis sur la gestion et la politique générale de l’Université, les prévisions budgétaires proposées par le Conseil d’Administration, les propositions de nomination et de promotion du personnel académique, scientifique et administratif ; les projets d’élaboration des offres de formation ; les projets de règlement intérieur du corps ; le projet de calendrier académique des examens et des cérémonies de remise des diplômes ; les conditions d’inscription des étudiants et toutes autres questions soumises par le Conseil d’Administration.
Le Comité de Direction
Il est chargé de la gestion courante de l’Université et se compose du Recteur, du Vice-recteur aux affaires académiques et du Directeur Général Délégué. Le Comité Exécutif prend tous les pouvoirs nécessaires pour assurer le bon fonctionnement de l’Université et prépare les prévisions budgétaires.
Les membres du Conseil d’Administration ont leurs bureaux au campus de Bugabo qui est le siège de l’Université Catholique de Bukavu. Toutefois, ils peuvent se déplacer dans tous les campus pour les besoins locaux dans l’accomplissement de leurs fonctions.

Le recteur
Le Recteur dirige l’Université et doit être un Professeur titulaire. Après avoir été élu par le Conseil Académique et Scientifique, il est nommé par l’autorité organisatrice pour un mandat de quatre ans renouvelable une fois. Sa nomination est confirmée par le Chancelier.
Conformément aux dispositions statutaires (article 48), le Recteur supervise et coordonne toutes les activités de l’Université. Il veille à l’exécution des décisions du Conseil d’Administration et au respect des statuts et règlements de l’Université. Il supervise les Services des Relations Extérieures et de la Coopération, les Services Sociaux aux Etudiants, l’Assurance Qualité et l’Aumônerie.
Le Recteur actuel est le Professeur BISIMWA BALALUKA Ghislain qui a été élu par les membres du Conseil de l’Université lors de sa séance du 28 avril et investi le 24 juin 2023.

Vice-recteur aux affaires académiques
Sous l’égide du Conseil d’Administration, le Vice-Recteur aux Affaires Académiques, qui est censé être un Professeur, est chargé de la gestion académique et scientifique de l’Université et assiste le Recteur dans ses fonctions. Il est élu par le Conseil Académique et Scientifique parmi les membres du corps académique de l’Université Catholique de Bukavu et nommé par l’Autorité Organisatrice pour un mandat de cinq ans renouvelable une fois. Cette nomination est validée par le Chancelier.
Il dirige les recherches et les services académiques, reçoit tous les actes des réunions organisées au sein de l’Université, conserve les archives et les registres de l’Université, prépare les procès-verbaux du Conseil Académique et Scientifique et garde le sceau de l’Université.
Le Vice-Recteur aux Affaires Académiques actuel est le Professeur Aimé Heri-Kazi BISIMWA .

Directeur Général
Le Directeur Général est en charge de tous les services administratifs, de la gestion du personnel et des locaux de l’Université. Il assiste le Recteur et le Vice-Recteur dans les aspects administratifs de leurs fonctions respectives. Conformément aux dispositions statutaires (article 54), il veille aux valeurs et aux procédures de la gestion efficace de l’Université, gère le personnel quotidien et les aspects financiers, prépare le budget et le rapport de gestion et propose aux autorités des projets de décision en rapport avec son domaine et concernant la politique générale de l’Université.
Il est élu par le Conseil Académique et Scientifique, pour un mandat de trois ans renouvelable une fois et nommé par l’Autorité Organisatrice et approuvé par le Chancelier.
Le Directeur Général actuel est le Professeur Janvier KILOSHO BURAYE .
