LEADERSHIP The leadership of the University consists of the following bodies: The Chancellor The office of Chancellor is occupied by the Acting Archbishop of Bukavu. He is the legal representative of the University and the Chairman of the Administration Council. As the Archbishop of Bukavu, he confirms the appointment of the members of the Administration Council, the election of the Rector, the Vice-Rector and the full-time appointment of the members of the Administration and Academic & Scientific staff. The Chancellor ensures the upkeep and progress of the University and promotes its communion with the particular Church of Bukavu; regularly follows the doctrinal, moral and spiritual situation of the University and encourages scientific work. He sends a detailed report every three years to the Sacred Congregation for Catholic Education on the academic, moral and economic situation and its integration into the pastoral, social and economic structures and actions of the Archdiocese. His Excellency Monsignor François Xavier Maroy Rusengo is the Archbishop of Bukavu, Chancellor and Chairman of the Administration Council of the Catholic University of Bukavu. Administration Council It is the body which is responsible for the general administration of the Catholic University of Bukavu, under the leadership of the Chancellor who is the legal representative of the Archdiocese. Initially, its members were the cosigners of the Statutes of the creation of the University but they were designated for a once renewable five-year term in view of their importance for the development of the University. The Administration Council holds, in compliance with the statutory standards, all the necessary powers to fulfill its functions in order to achieve the objectives of the University, such as the definition of general policy; the proposal to the organizing authority for the appointment of the various actors; establishment, control of budget execution and audit of accounts; the determination of the salaries of the leaders of management and command; body regulations; intervention by decision in the academic aspects of students and administrators; the creation of new course programs; infrastructure issues;… The Administration Council, whose members are targeted in the Statutes (Article 33), meets twice a year during the May and November sessions. It may, however, be convened for extraordinary sessions. Members of the Administration Council The Academic and Scientific Council During its monthly meetings which can be convened at least once, the Academic and Scientific Council plays its role of advisory body of the Catholic University of Bukavu. It issues opinions on the management and general policy of the University, the budget estimates proposed by the Board of Directors, proposals for appointments and promotion of academic, scientific and administrative staff; projects for training offers development; the projects of the body regulations; the draft of the academic calendar of examinations and graduation ceremonies; the conditions for the registration of students and all other questions submitted by the Board of Directors. The Management Committee It is in charge of the day-to-day management of the University and consists of the Rector, the Vice-Rector for Academic Affairs and the General Managing Director. The Executive Committee takes all the necessary power to ensure the proper functioning of the University and prepares the budget estimates. The members of the Board of Directors have their offices at the Bugabo campus which is the headquarters of the Catholic University of Bukavu. However, they can travel to all campuses for local needs in the accomplishment of their duties. The Rector The Rector leads the University and must be a Regular Professor. After being elected by the Academic and Scientific Council, he is appointed by the organizing authority for a once renewable four-year term. His appointment is confirmed by the Chancellor. In accordance with the statutory provisions (Article 48), the Rector supervises and coordinates all the activities of the University. He ensures the execution of the decisions of the Board of Directors and the respect of the statutes and regulations of the University. He oversees the External Relations and Cooperation Services, Student Social Services, Quality Assurance and Chaplaincy. The current Rector is Professor 𝐁𝐈𝐒𝐈𝐌𝐖𝐀 𝐁𝐀𝐋𝐀𝐋𝐔𝐊𝐀 𝐆𝐡𝐢𝐬𝐥𝐚𝐢𝐧 who was elected by the membres of the University Council in its session of April 28 and invested on June 24, 2023. Vice-Rector for Academic Affairs Under the auspices of the Board of Directors, the Vice-Rector for Academic Affairs, who is supposed to be a Professor, is responsible for the academic and scientific management of the University and assists the Rector in his duties. He is elected by the Academic and Scientific Council from among the members of the academic body of the Catholic University of Bukavu and appointed by the Organizing Authority for once renewable term five year-term. This appointment is validated by the Chancellor. He supervises researches and academic services, receives all the proceedings of the meetings organized within the University, keeps the records and archives of the University, prepares the minutes of the Academic and Scientific Council and keeps the seal of University. The current Vice Rector for Academic Affairs is Professor Aimé Heri-Kazi BISIMWA. General Managing Director The Managing Director is in charge of all the administrative services, personnel management and the premises of the University. He assists the Rector and the Vice Rector in the administrative aspects of their respective functions. In accordance with the statutory provisions (Article 54), he ensures the values and procedures of the effective management of the University, manages the daily staff and financial aspects, prepares the budget and the management report and proposes decision projects to the authorities in relation to his field and concerning the general policy of the University. He is elected by the Academic and Scientific Council, for a once renewable three-year term and appointed by the Organizing Authority and endorsed by the Chancellor. The current Managing Director is Professor Janvier KILOSHO BURAYE.
